In an effort to encourage customers to shop with reusable bags while reducing landfill waste, Sen. Daylin Leach wants Pennsylvania shoppers to either bring their own shopping bags or pay a fee two cents per new plastic bag. The retailer would get one penny of the fee to help with its recycling and the state recycling program would get the other penny of the fee. However, those against the fee says it’s a “tax scheme” that would only benefit makers of reusable cloth bags and hurt average families.
