Police say 41-year-old Robert Knappenberger, of Douglass Township, Montgomery County repeatedly raped a 1-year-old child.

Knappenberger is listed as a lifetime registrant on the state’s Megan’s Law site. Knappenberger was convicted in the rapes of two children, ages 2 and 4, in 1991. 6abc

My thing is, this man was convicted of the raping of two children 21 years ago, why is he back on the street?  Being a parent myself this is extremely difficult to swallow let alone hearing about the 1991 rape.   We really have to question whether or not jail is a place of reform, a holding cell like timeout in elementary school, or does it make matters worse for certain convicts.  Sending out prayers to the families affected by this tragedy.
